    EEX operates the registry for Biogas Production Certificates (CPBs in French) as mandated by the French Ministry in charge of Energy.

    The CPBs scheme was created in 2021 by the French Climate and Resilience act and requires natural gas suppliers to offer their customers a minimum share of biogas via an obligation to return CPBs to the French state. Natural gas suppliers will be able to obtain certificates by producing biomethane themselves, or by purchasing certificates from biomethane producers. The scheme is designed to support the development of biomethane in France.

    Biogas Production Certificates

    A CPB can be issued for an installation outside of the French feed-in tariff scheme. A certificate can be issued 12 months after the last day of the injection period and is valid for 5 years from the date of issuance.  

    A CPB corresponds to 1 MWh if the biomethane was produced by an installation put in service less than 15 years ago (excluding a non-hazardous waste storage facility, ISDND in French). If the biomethane was produced by a production device that has been in operation for more than 15 years or by an ISDND, a modulation coefficient applies.  

    The first restitution period of CPBs runs from 1 January 2026 to 31 December 2028. The level of obligation is based on consumption in the residential and tertiary sectors; the number of certificates to be restituted is proportional to the volume of gas delivered. The level of obligation will increase progressively and is defined by the state:  

    • 0,0041 CPB per MWh HCV delivered to final consumers in 2026 
    • 0,0182 CPB per MWh HCV in 2027 
    • 0,0415 CPB per MWh HCV in 2028 

    In 2026, the restitution only applies to suppliers selling more than 400 GWh HCV (high caloric value) per year. The exemption threshold decreases each year, reaching zero from the fifth year of application of this scheme.  

    A 100€ penalty will be applied for each CPB not returned to the state.  

    To issue, transfer or restitute a CPB, you must be registered as an account holder on the registry for CPBs. Production devices issuing CPBs must also be registered. It is not possible to issue GOs and CPBs for the same quantity of biomethane.  

    The issuance of CPBs can be requested up to 12 months after the end of the production period concerned. They are valid for 5 years from the date of issuance. Once expired, they can no longer be transferred or restituted.

    It is possible to transfer CPBs within the registry from one account holder to another. However, importing and exporting CPBs is not possible.

    Natural gas suppliers have to restitute CPBs to the French state proportionally to the volumes of natural gas supplied to customers in the residential and tertiary sectors. The first restitution period runs from 1 January 2026 until 31 December 2028.  

    Each year, no later than 1 March, each supplier subject to the CPB obligation must declare to the DGEC the quantity of natural gas delivered to end consumers, so that the DGEC can set the level of obligation based on the previous year’s volume. The first declaration is due on 1 March 2027.  

    Each year, no later than 1 July, EEX sends to the Ministry in charge of Energy the amount of CPBs stored on each user account. The first transmission will take place on 1 July 2027. Suppliers may carry over CPBs that have not been restituted from one year to the next for the same period. The penalty is €100 per missing CPB. 

    The CPB scheme is a national scheme introduced by the French Climate and Resilience Act in 2021.

    Account holders

    To issue, transfer or restitute CPBs, it is necessary to be an account holder on the registry for CPBs.  

    The account holders on the registry for biogas guarantees of origin can request an account free of charge on the registry for CPBs to EEX admission department.

    Production devices

    An account holder must register its production device to issue CPBs. Only biogas production devices located in mainland France, producing biomethane and equipped with a production and injection measuring device can be registered in the registry for CPBs.

    Required documents

    To register a biomethane production device, please access your account page on the electronic platform of the registry for CPBs, fill in the necessary information and send the required documents to the EEX admission department (go-gaz@powernext.com).

    EEX complies with its information obligation by publishing the data obtained in the registry for CPBs in accordance with Article R446-104 and Article L446-35 of the French Energy Code.
