Auctioning is the basic principle of allocating allowances within the EU emissions trading system (EU ETS). This means that businesses have to buy an increasing proportion of allowances through auctions. For 2018, the Commission announced that a total amount of 937,557,000 general allowances (EUAs) will be auctioned. For the EU aviation allowances (EUAAs) no figures have been communicated for 2018 so far but the amount will be comparable to the 4,730,500 EUAAs auctioned in 2017. About 90 percent of all allowances auctioned off in the EU ETS are allocated via EEX.

EEX has been awarded the role as the common auction platform to auction allowances on behalf of 25 EU member states. In this capacity, EEX also conducts emissions auctions for Poland during a transitional period. In addition, EEX has been selected as Germany’s opt-out auction platform.

In these functions, EEX holds regular auctions of EU general allowances (EUAs) and EU aviation allowances (EUAAs) on its spot market.

Emissions Auctions at EEX

On behalf of the Member States participating in the common auction platform

· Represent ~60 % of overall auction volume
· Weekly auctions on Monday, Tuesday, Thursday, 11 am CET

On behalf of the Federal Republic of Germany

· Represent ~21 % of overall auction volume
· Weekly auctions on Fridays, 11 am CET

The timing of the auctions for the Federal Republic of Germany shall be considered indicative after the termination of the contract of that platform, which runs until 14 November 2018. There will be a tender process to ensure that auctions continue after that date.
